VIPP Guidelines


Provides brief outlines in a step by step format on when the VIPP applies, what the requirements are for short-listed bidders, and how submitted VIPP information is used.

Expands upon the Brief Guidelines by providing detailed analysis, explanations, and examples on the intricate application of the VIPP to the procurement process. It also lists contact details for further assistance. It is suitable for both bidders and Government agencies.

All short-listed bidders for projects over $3 million in Metropolitan Melbourne, and $1 million in Regional Victoria, are required to provide a VIPP Statement. The template is provided in an editable Microsoft Word document format for ease of customisability. Bidders are encouraged to seek the assistance of the ICN Vic to complete this Statement


All short-listed bidders for projects over $10 million in Metropolitan Melbourne, and $2.5 million in Regional Victoria, are required to provide a VIPP Implementation Plan as well as a VIPP Statement. The template is provided in an editable Microsoft Word document format for ease of customisability. Bidders are encouraged to seek the assistance of the ICN Vic to complete and certify this Plan

Agencies are required to report annually on VIPP outcomes to the Minister for Industry and State Development. The provide VIPP Outcome – Annual Reporting template seeks details of projects commenced and projects completed during the previous financial year to which the VIPP has applied
