Skills Victoria
Purpose
The Deputy Secretary and Chief Executive Officer, Skills Victoria reports to the Secretary of DIIRD and primarily supports the Minister for Skills and Workforce Participation.
Skills Victoria provides strategic advice and analysis of Victoria’s skill needs, and acts as the system managers for the vocational education and training sector.
Skills Victoria has primary responsibility for:
- developing strategic advice and analysis of Victoria’s skill requirements
- providing strategic leadership, legislation and other support for the development of the vocation education and training (VET) system
- providing legislative/regulatory policy advice for the higher education sector, including advice on borrowings and capital acquisitions
- planning, purchasing and monitoring of the services offered by TAFE institutions and private registered training organisations (State and Commonwealth Government funding, including capital funding)
- administering VET regulatory frameworks
- delivery of the apprenticeship and traineeship program
Structure
Skills Victoria (formerly the Office of Training and Tertiary Education) comprises the Branches of Skills Policy Development and Coordination, Skills Funding and Innovation and Training Operations. The role of each of these groups is summarised below.
Skills Policy Development and Coordination
The Skills Policy Development and Coordination Branch:
- provides leadership, strategic policy advice and analysis of Victoria’s skills requirements as well as governance, legislative and regulatory policy for vocational education and training (VET) and higher education
- is responsible for informing the management and operation of the VET system by undertaking system-wide performance reporting and labour market analysis
- includes the functions of the Victorian Skills Commission (VSC) Secretariat and manages resources and facilities, including the provision of advice on financial allocation and capital programs
Skills Funding and Innovation
The Skills Funding and Innovation Branch:
- purchases government funded training from TAFE institutions and private registered training organisations and builds the capability and competitiveness of the VET system
- includes the functions of public and private skills funding, access and equity and skills sector innovation
Training Operations
The Training Operations Branch:
- delivers and monitors training through the apprenticeship and traineeship system
- is responsible for the management of apprenticeship policy, apprenticeship field officers and quality review
- includes the functions of the Flexible Learning Advisory Group (FLAG) Secretariat, and manages training packages, eLearning, workforce development, industry relations and support for the strategic communications needs of Skills Victoria.
